I use my Polychromos on Fisher 400 paper (another sanded surface from England) and the Polychromos are also unstable on that surface. I, however, don't mind, and take advantage of being able to blend with my finger (yikes) which you can't do with the more stable pencils on the sanded surface. So I guess I don't have advice on that - just yep, yep that happens. If you don't like that property, I would suggest switching to another brand, but I haven't used either Pablos or Derwent Artists.
